The license a Rochester electrician needs

The license is the state's. The Department of Labor and Industry issues every electrical credential in Minnesota, from the $14 registered unlicensed individual registration up to the Class A master electrician license and the contractor licenses, and no Minnesota city issues one of its own.

So the route here is the route everywhere: register, build the months, file the $50 examination application, wait for DLI to approve it, and sit the paper in St. Paul. What changes by city is permits, inspections and where you train.

The apprenticeship, and its radius rule

South Central Minnesota Electrical JATC is at 9 80th Street SE, Rochester, MN 55904 on DLI's sponsor list. The JATC's own page prints the address slightly differently, as 9 80th Street Suite B, so use the one on whichever page you are filling in.

Its published program is a five year 8000 hour program, and apprentices are required to attend 180 hours of classroom training per year. Minimum qualifications are being at least 18 years old prior to being hired, being at least a high school graduate or having a GED or, in lieu of either, a two year associate degree, and possessing and maintaining a valid driver's license.

The page also states a 60 mile maximum travel radius from Rochester. That is the rule you will not find at any other Minnesota sponsor, and it decides whether this program is available to you before anything else does.

DLI adds a $40 application fee and an aptitude test requirement.

The nearest Minnesota State electrician program to Rochester is Riverland Community College at 2200 Riverland Drive, Albert Lea, MN 56007. Its program is Electrician-Construction, a diploma, published as 74 credits over four semesters and taught by licensed Class A Master Electricians.

That matters because of the experience credit. A maximum of one year of experience credit is allowed for the successful completion of a two year, post high school electrical course approved by the board, which takes the journeyworker requirement from 48 months of field time to 36. DLI publishes no list of approved programs, so ask Riverland for its own approval statement before you enrol on that basis.

Permits and inspections

Minnesota splits electrical permits between the state and local authorities. DLI tells contractors that if the authority having jurisdiction column lists State, file the permit with DLI, and if it shows Local, contact the local city or township.

DLI publishes inspector directories and an electrical inspector lookup keyed to the address, which is the tool to use rather than assuming which side a given Rochester job falls on.

Whatever the answer, the code is the same. Minnesota is on the 2026 National Electrical Code for permits filed on or after August 17, 2026, without Minnesota amendments.
