Duluth MN Electrician License, Classes and Permit Rules
Duluth is the clearest case in Minnesota of a city that sends everything to the state. It licenses no electrical contractors, it does not issue electrical permits, and it says so on its own pages. It also has two registered apprenticeships sharing one building.

The license a Duluth electrician needs
The license is the state's. The Department of Labor and Industry issues every electrical credential in Minnesota, from the $14 registered unlicensed individual registration up to the Class A master electrician license and the contractor licenses, and no Minnesota city issues one of its own.
So the route here is the route everywhere: register, build the months, file the $50 examination application, wait for DLI to approve it, and sit the paper in St. Paul. What changes by city is permits, inspections and where you train.
What the city says itself
Duluth's contractor licensing page is unusually direct. It states that the Minnesota Department of Labor and Industry licenses electricians to verify that they have the necessary training and knowledge to work safely and legally.
It says electrical work in single family dwellings may be done by the owner within limits, or by a Minnesota state licensed electrical contractor, and that all other electrical work requires a Minnesota state licensed electrical contractor. The same page confirms the city does not license residential building contractors or plumbers either, and notes a $25,000 mechanical contractor bond filed with DLI for mechanical contractors.
On permits it goes further than the other big cities. Duluth states that electrical permits are applied through the State of Minnesota Department of Labor and Industry. Its Construction Services and Inspections division handles the rest.
Two apprenticeships, one address
DLI lists two registered construction electrician sponsors at 2230 London Road, Suite 200, Duluth, MN 55812, both on 218-722-8115 and both with a $26.50 application fee.
Iron Range Electrical JATC runs its aptitude test on the third Friday in February. IBEW/NECA Twin Ports Electrical JATC runs its aptitude test on the last Monday in February.
Those two dates are the practical difference between them on the state's own page. The Iron Range date always comes first, because a third Friday falls on the 15th through the 21st and a last Monday on the 22nd through the 29th. The gap is days rather than weeks and it changes with the year, so read a calendar rather than assuming a fixed interval. If you are applying to either, the February window is the whole calendar.
Neither program page could be read this session. The Twin Ports page returned a robots.txt fetch error on September 7, 2026 and the Iron Range page was not fetched, so program length, on the job hours and classroom hours for both are unconfirmed here. Only the DLI sponsor details above are sourced.
The college route
Lake Superior College in Duluth publishes a Commercial and Residential Wiring Diploma at 68 credits, on campus. Its page states that the program has additional entry requirements without listing them, and at the time we read it the application window was closed.
On licensure the page states that commercial and residential wiring diplomas eliminate 1 year of apprenticeship requirements in Minnesota. That lines up with the DLI allowance of a maximum of one year of experience credit for an approved two year post high school electrical course.
The same page uses the phrase Journeyman Electricians in its career text, while the state's own word is journeyworker. Both point at the same license, and we explain the split on its own page.
What the work pays around Duluth
O*NET OnLine, citing Bureau of Labor Statistics 2025 wage data, gives the Duluth, MN-WI metro a median of $39.76 an hour or $82,700 a year for electricians.
Only the Mankato metro sits above it on that table, at $39.96 an hour. The Minneapolis-St. Paul-Bloomington figure is $39.37 and the statewide median is $37.58. The northeast Minnesota nonmetropolitan area around it sits at $38.96 an hour.
The trip to the exam
There is one examination site and it is in St. Paul, at 443 Lafayette Road N. Examinations run weekly, generally every Wednesday, and every type begins at 8:15 a.m. and ends at 1:45 p.m.
From Duluth that is an overnight or a very early start, for a five and a half hour paper. Book the date knowing that, and remember you cannot bring a phone into the building.
Your next move in Duluth
If February is coming, pick which of the two JATCs you are applying to and put its aptitude date in the calendar. The third Friday and the last Monday of the month are not interchangeable, and in some years they are only days apart.
